CTL Engineering is excited to announce the addition of these key team members and wishes to welcome them into the CTL family.

 

 

 

 

CHRIS JAROS, PE – Environmental Department Manager (Indianapolis, IN)

In his role as Environmental Services Department Manager for CTL’s Indiana operations, Chris will be building and managing Environmental Services on a State, County, and Local project level.  He will be instrumental in increasing CTL’s Environmental Services throughout Indiana, working in conjunction with our geotechnical engineering and construction services.

Chris brings 24 years of environmental consulting expertise in due diligence/investigation/ remediation, brownfield redevelopment, litigation support, and risk management of various petroleum, hazardous, and emerging contaminants to the CTL office in Indianapolis. He will be working alongside CTL’s environmental team members in the Mid-Atlantic and Midwestern states.  Chris has been a successful senior manager on dozens of complex remediation projects with closure costs ranging between $40,000 to $4,000,000.  He provides technical, strategic and operational leadership, is a liaison with state regulatory agencies and US EPA Region V, and is expanding CTL Environmental Services in markets of insurance, legal industries, and brownfields for the private sector, municipalities and economic development organizations (regional and local).

Chris earned his BS in Civil Engineering at Valparaiso University.    He is an ASCE and Urban Land Institute (ULI) Member, Co-Chair for the economic elements committee with the Reconnecting to Our Waterways (ROW), and an active community member in the City of Indianapolis with regards to justice and equity initiatives. Chris is a registered Professional Engineer in Indiana, where he and his wife live with their three sons.

JEFF TAN, PE, PMP, LEED AP – Construction Services Department Manager (Manassas, VA)

As Construction Services Department Manager for CTL’s Manassas, Virginia branch, Jeff is responsible for managing construction administration and construction materials testing and inspection services for state and local municipal projects in transportation, aviation, infrastructure, land development, and other markets. His duties include direct project management and quality assurance/quality control, overseeing the recruitment, training, and supervision of field and support staff, leading departmental business development efforts, and managing project profitability and revenue growth.

Jeff holds a Master’s degree in Civil Engineering from the University at Buffalo. He has nearly twelve years of extensive project management and business development experience throughout the Washington DC region. Jeff has worked as Department Manager/Resident Engineer/Quality Control Manager/Lab Manager on numerous bridge and highway projects and is well-versed in VDOT/DDOT regulations and requirements. He has been responsible for the administration of construction contracts to ensure that projects are completed in accordance with plans and specifications, quality standards, and contract schedule and budget.

Jeff is a registered Professional Engineer in Virginia, Maryland, and the District of Columbia; Project Management Professional (PMP); Leadership in Energy and Environmental Design Accredited Professional (LEED AP); and has received multiple VDOT/ICC inspection certifications.

Jeff currently serves as a member of the Municipal and Transportation Committee of ACEC-MW and VA. He has also served on the Board of Directors for the ASCE National Capital Section (2017-2019) and received the ASCE 2018 Annual Service Award for having established the organization’s Construction Committee. Jeff is the founder and past president of the Chinese American Civil Engineers Society (CACES).

JESSE RHODES, PE – Materials Engineer (Columbus, OH)

In his role as Materials Engineer at CTL’s corporate office in Columbus, Ohio, Jesse will be assisting with failure analysis projects, product testing, and departmental business development efforts for the Materials and Product Testing group.

Jesse brings twelve years of consulting, research and testing experience in the oil and gas, solar, geothermal, and automotive industries. Throughout his career, he developed expertise in various mechanical testing methods (tensile, lap shear, 3 and 4 point bend, slow strain rate, and fatigue) using electro-mechanical and servo-hydraulic equipment. He assisted in failure analysis projects by using non-destructive methods (dye penetrant and magnetic particle inspections) and destructive methods (metallographic examinations of components).

In his role with CTL, Jesse will support efforts to win new external work by identifying opportunities, defining solutions for clients, and bidding for contracts. He will also facilitate standardized and customized research and testing, in accordance with ASTM and NACE standards.

Jesse earned his BS in Materials Science and Engineering from the Ohio State University (cum laude). He is a member of NACE (National Association of Corrosion Engineers) and is a certified NACE Coating Inspector (CIP Level 1). Jesse is a registered Professional Engineer in Ohio, where he lives with his wife, Stacy and dog, Sampson.

TREVOR MILLS, PE – Construction Services Department Manager (Indianapolis, IN)

In his role as Construction Services Department Manager for CTL’s Indiana operations, Trevor will be managing Construction Administration/Construction Inspection services on State and Local transportation, aviation, and utility infrastructure projects. He will be instrumental in increasing CTL’s Construction Services throughout the state of Indiana, as well as developing other markets.

Trevor’s extensive background includes over 21 years of Construction Administration and Transportation Engineering experience in both the private and public sectors. He spent the past two years in private engineering consulting, but previously worked at the Indiana Department of Transportation for over 11 years, where he held a variety of roles in the Local program, Capital program, and Executive Office.

Trevor earned his BS in Civil Engineering from the University of Toledo and is a registered Professional Engineer in Indiana.

ELNÈ BARNARD – Project Manager (Columbus, OH)

Elné recently joined CTL with five years of experience in structural design projects. These projects included the structural design and condition assessment of infrastructure and facilities. Her work also involved producing cost estimates, project specifications, and the review of submittals during construction.

At CTL, Elné is responsible for various aspects of design and construction administration such as project administration, tracking budgets, preparing and reviewing construction documents, non-destructive testing, construction quality assurance/inspection, preparing written reports, and serving as a liaison between the client, contractor on roof systems, waterproofing, wall systems, and other structures.

Elné has experience in various software programs that provide support during all phases of a project. These include but are not limited to; STAAD, Mathcad, Microsoft Office, AutoCAD, and MicroStation.

Elné earned her BS degree in Civil Engineering from Louisiana Tech University and is currently working on her Master’s degree in Civil Engineering with a Structural Emphasis.

JASON GARNER – Senior Geotechnical Engineer (Columbus, OH)

In his role as Senior Geotechnical Engineer at CTL’s corporate office in Columbus, Ohio,  Jason will be consulting on and managing projects with CTL’s Geotechnical Engineering Services group on State, County, and Local transportation, private development, and utility infrastructure projects.  He will be instrumental in conducting geotechnical studies in Central Ohio.

Jason’s background includes over 15 years of Geotechnical Engineering experience.  He was most recently a Senior Engineer for Shannon and Wilson, Inc. in Seattle, where he consulted and managed geotechnical projects for levee design and permitting, seismic retrofitting for transportation and water resources projects, landslide stabilizations, time-history based site-specific seismic responses, numerical analyses, and commercial development projects.  Before that he was an engineer and soils laboratory manager at Shannon & Wilson’s Portland Office.

Jason earned his BS and MS in Civil Engineering at UCLA and is a registered Professional Engineer in Washington, and his Ohio registration is pending.
