CTL Provides Construction Administration for Licking County

Project delivered 2 ½ years early and about a third under budget!

CTL Engineering has completed our first locally administered transportation (LPA) project providing Construction Administration with huge success.

In 2015, Licking County received the exciting news that Amazon had made a final commitment to relocate an 800,000 square foot fulfillment center to Etna Township, Ohio.  Based on the traffic impact study, Etna Township recognized that the existing 0.6-mile section between I-70 and USR 40 would be a bottleneck due to the increased Amazon traffic.  Although the SR 310 is a state-owned facility, the local government leaders recognized their stake in the project, and that the improvement was necessary for future economic development opportunities and for the quality of life in their communities.

The project scope was to widen SR 310 from 2 lanes to 5 lanes, construction a 10 ft. shared use path, construct a new curb and gutter, install new signals and extend a 10 ft. x f ft. precast concrete box culvert.  CTL’s Hassan Zahran, Project Manager, and Keith Geiger, Project Engineer, took on the project to provide complete and total Project Management, Construction Administration, Construction Inspection and Material Management services.

TASKS PERFORMED

CTL administered the project turnkey, with minimal input/assistance from the Licking County Transportation Improvement District (TID).  To begin, a constructability review was performed and corrections provided via a contract addenda.  Our team met with ODOT’s Project Engineers to discuss relocation plans since this had not been started in advance of the contract award.  CTL prepared a utility relocation schedule and collaborated with all private utility companies, which is very unusual and a non-industry standard procedure. CTL also prepared a bid contract and all contract documents to ensure the project went according to plan.  Other tasks include:

  • Pre-construction and regular progress meetings
  • Advertising project, bid letting and analysis, and contract award recommendation
  • Coordinating and managing 7 utility relocations
  • Problem-solving, preparing and processing change orders
  • Maintaining drawings
  • Preparing daily inspection reports
  • Monitoring EEO and DBE compliance
  • Performing full daily on-site construction inspection and over site
  • Contract administration: including pay estimates, conflict resolution, schedule review, change orders, and project closeout
  • Representing client to all third party groups

As a full-service engineering firm, we work as a team for our clients.  In addition to CTL’s Construction Administration team, Marc Montgomery and Dave Breitfeller from our Construction Inspection Quality Control service assisted with contract documents, Chiranjiv Zutshi and Roshan Balakrishnan from our IT department helped the project to be completely paperless using CTL’s customized Project Management Program, Spencer Hall helped with contract preparation, Karen Sexton with administrative support, Jessica Donley prepared the LOI, and our President and CEO, CK Satyapriya, empowered his staff to take on this full CI/CA contract.
