2022 Brings New Associates to the Firm
CTL is pleased to announce that the following individuals have been promoted to Associates. Their leadership and dedication are valuable assets to our team as they continue to bring that level of employee-ownership each and every day.
Steve Chastain
Steve joined CTL in 2007 as a Business Development Representative in the Indianapolis, Indiana office and has over 25 years of experience serving a variety of service lines within environmental, engineering, and construction. In 2018 he was promoted as the Manager of Business Development. His expertise includes setting goals and developing business and revenue growth plans, researching, planning, and implementing new target market initiatives, and pursuing leads and moving them through the sales cycle throughout CTL’s services.
In addition, Steve helped CTL develop a customized Doer-Seller training program and routinely conducts Business Development training for CTL staff. Steve earned a Bachelor of Science in Business Management and a minor in Marketing from Ball State University and is an active member of ACEC and SMPS. He has been married for 24 years and has two children, ages 14 and 17. Outside of the office, he enjoys Jeeping, hiking, and spending time outdoors with friends and family.

Sastry Malladi, P.E.
Sastry graduated from The University of Akron with a Master of Science in Civil Engineering in 2007. After graduation, Sastry started working as a staff engineer in the geotechnical engineering department in Columbus, Ohio. In 2018, Sastry was promoted to geotechnical department manager for Columbus, Ohio.
Sastry is currently responsible for supervising all subsurface exploration projects, including roadways, bridges, and other transportation-related projects in and around Central Ohio. His work includes foundation analyses and recommendations for bridges, buildings, towers, tanks, and roadways.
Sastry is also a Professional Engineer in Ohio and a member of the Central Ohio Section of the American Society of Civil Engineers (ASCE). He enjoys time with his family outside the office and participating in sporting events, including Cricket.
David Rowland
Dave Rowland joined CTL Engineering as a Project Manager in the Cincinnati office in 2016. With 30 years of experience in the construction service industry, he began his career in the Army Corps of Engineers developing apprenticeship programs in Thailand, Guam, and other islands in the South Pacific. Dave currently serves as the Southwest Ohio Manager of Construction Services. He works to build new business, recruit and develop talent and manage and coach staff in the daily operations of CTL.
Before coming to CTL, he also had managed successful offices in the construction services industry in Ft. Wayne, Dayton, and Cincinnati. Dave has recently begun engaging in community outreach with Butler Tech by hosting groups of high school students to educate and expose them to potential career opportunities. Professional affiliations include Allied Construction Industries, Associated Builders & Contractors, and the American Society of Professional Estimators, where Dave served on the board for several years and was awarded Estimator of the Year in 2019. Recently married in September 2021, Dave enjoys traveling, scuba diving, home improvement, and cheering on his Buckeyes.
